California's Democratic leaders clash with businesses over curbing retail theft. Here's what to know

California's Democratic leadership, backed by Gov. Gavin Newsom, wants to keep the tough-on-crime measure off the November ballot. They worry the ballot measure's proposal would disproportionately criminalize low-income people and those with substance use issues rather than target ringleaders who hire large groups of people to steal goods for them to resell online.

If voters approve the tough-on-crime ballot initiative, Democratic leaders plan to void most measures in their own legislative package, citing potential conflicts.

Lawmakers were short on details about how the two paths conflict earlier this week. Later, they said they fear if both efforts succeed, law enforcement would be able to stack penalties and send more people to jails, leading to mass incarceration and overcrowded jails.

Democrats in California are claiming that they want to reduce shoplifting, but they are against doing anything that would increase the prison population. In other words, Democrats are on the side of the shoplifters.

Empty shelves stop a lot of shoplifting.

”proposal would disproportionately criminalize low-income people … rather than target ringleaders”

Water board the mules until they cough up some names. Easy peasy.

California is becoming a dystopian nightmare more and more every day. California is dysfunctional.

Don’t put criminals in jail? How has that been successful in all of world history?

The people demand action to stop crime but Leftist politicians are fighting law-abiding people to allow criminals to continue to destroy everyday life in the state?

I’m pretty sure that proposed reparations package will fix all this.

Everyday, the Democrat coalition more and more becomes the party of takers. Less people pay income taxes now than do pay income taxes.

Just a matter of time before they vote to take all of a taxpayers money.

We already have reparations, it’s called “welfare”, EBT cards, DEI, etc.

They worry the ballot measure’s proposal would disproportionately criminalize low-income people and those with substance use issues rather than target ringleaders who hire large groups of people to steal goods for them to resell online.

Excuses - being poor does not give them a right to steal. Being on illegal drugs does not give them a right to steal.

How do you “target ringleaders” if you don’t arrest the thief?

It is way past time that all Democrats be voted out of office.

At this point in time it would be cheaper to build more jails and prisons. Theft cost everyone both by raising prices and by businesses closing and leaving the state. I

LOWER COST CRIMINAL JUSTICE

Accused persons would be given a court date, and for non-violent crimes the alternative choice of avoiding trial by serving time in a penalty time room. The arresting officer would set the number of penalty time hours based on state guidelines. The magistrate may change the number of hours upon the request of the accused. To encourage serving time, the hours served in the first week would receive a 100% bonus, going down 20% by week. The penalty time room system would allow accused persons to maintain employment and would allow governments to avoid paying for defense counsel and jail room & board.

Non-violent crimes such as shoplifting might be punished by strapping substantial and visually obvious weights on convicted persons.

Criminal trials would normally start in the afternoon to allow most defendants to affordably hire defense counsel for merely one day.

CREDIT/DEBIT CARD BAIL

Persons accused only of non-violent crimes might be able to be bonded out by credit/debit card bail. The amounts would be set by the magistrate and might range from $100 to court costs plus alleged damage/theft amounts.

“Democratic leaders plan to void most measures in their own legislative package, citing potential conflicts.”

So the Democrats claim they have “solutions” but refused to act for 10 years (Prop. 47 - 2014)?

[That’s not to say the Democrats’ “solutions” are solutions.]

Empty buildings. Leave the dystopia. Go to a place where commerce is respected and those who destroy it are dealt with.

“roadmap to reparations”

It’s a roadmap for ‘black’ voter retention.

The percentage of California human blood not from intended reparation recipients but from former slaveholders might be .05%.

How do you feel about reparations for the ‘black’ folks, Señor?

I thought the days of the State of California treating Hispanics unequally were past.

The law could include a clause......

“upon exiting the store with stolen goods, the thief can be shot on site”
