The police are just standing around while the protestors are reinforcing their wood barricades. In addition thousands of Hamas niks have gathered outside the encampment to block police.
Of course there is any easy solution - simply lop in tear gas and watch the fun as the protestors realize they are trapped. But this being California, the police will do it the hard way.

If I understand correctly what Looker is describing, there is the encampment, with the police in position to move in, but encampment supporters behind the police. If that’s the case, the police are in an awkward position.

The people on the west, on janss steps, are the new people.
The encampment is between royce hall and powell library.
The police are to the east of the encampment, between haines and what they call kaplan now.
The helicopter shot on smoke n scan, that shows grass with a half circle in it, is the flagpole between next to dickenson court.
That area of dickenson was where the protesters were gathering, but I think a bunch of police moved twoards campbell hall to cut them off

LE in middle because someone decided a good idea to barricade, protect mini Gaza city. Then more protesters tried to get in but police blocked them with same barricades. So now it looks like you have the tent city, police in the middle & another group of protesters on other side
