There is massive evidence to support that belief. I saw the same dynamic, first hand, in Virginia Beach in the late 1980s.
The city is intentionally shutting down parking areas against an expected raucous, nuisance crowd with an established pattern of criminal behavior. Race has nothing to do with it. I would expect the police to do they same if any group had shown a pattern of like behavior over the past 30 years, be they white bikers, a boy scout jamboree or Vietnamese revelers celebrating Tet.
Sounds like crime.

Tybee island is not the place to support big crowds.
Beautiful primitive beach, and lots of beachfront homes owned by people who DON’T want big unruly crowds, regardless of color or character.
I remember one radio show host who loved Bike Week. He went to them all and would broadcast from them. Except the Bl*ck Bike week in Myrtle Beach. People were having sex in public, vandalizing, littering and using people’s front yards as toilets. There was so much crime and violence he never went to another BB week.
When black students gather en masse, there is indeed a huge amount of criminal behavior and crime. So "they" (who believe such people are criminals) are correct in their assumption.
Wife and I love Tybee. It used to be a hidden gem, lovely beach, great little B&Bs and Savannah just a few miles away for shopping and fine dining.
This is what Tybee island is trying to avoid right here.
Anytime you get a bunch of blacks together partying its a distinct possiblity this will happen.

Hmmm...all of a sudden the “teens” are “black”. Go figure.
This criminal behavior is extremely damaging to the black community all across America.
BTW, you can make it a crime (legally) to discriminate against people because of their race but that is not an effective way to change the way people "think." You cannot remove discrimination via legislation.
To remove discrimination (i.e., to change how people "think" about your race), you have to prove that you can be trusted to be mature, conscientious, dependable, and civilized.
Just a typical weekend for some parts of society.
Booby-trap the beach with landmines and bear traps. Should make it interesting.

I feel sorry for the folks in Tybee.
Any large gathering of young people brings with it a large presence of security personnel and police. Young people filled with booze and drugs and having fun are gonna cause mayhem. It doesn’t matter what their race is!
