There is no way Shorty Putin can make Kiev look like Berlin ‘45. He simply does not have the bombs or the missiles. Were he to some how find the bombs he would lose most of his bomber fleet attempting to drop them, and there are not enough glide bombs ( whose range is too short to launch inside Russia & hit Kiev ).
An declaration of war only works as far as internal efforts are concerned, but there really is not much more he can do, beyond what is already being done.
