I had no idea it is incumbent on an investigator or prosecutor to determine what the jury will decide. I thought all along all they had to do was determine if a crime has been committed, that there is adequate evidence for prosecution and guilt and then let the jury decide the outcome.

He flat out stole them for his own profit.
18 USC 793 is the relevant statute. It’s called “espionage” for a reason. If he used it to make money for himself, that’s what it is, whether or not some KGB guy ever saw it.

> How were you contacted? Is there a paper trail (or email trail)?
> What was in your report before you changed it?
> Did you feel that there would be any consequences to you personally if you didn’t change the report... i.e., were you threatened or did you feel there was a threat made to you?
> (If no, then) why did you choose to change the report?
