What happens when Israel runs out of ammo? If they are out of ammo, and an enemy moves to exploit that, I would suggest that is “existential”, and some people in Saudi Arabia, the Emirates, and Iran stop to remember that Israel has a couple of hundred nukes.

The DPICM artillery rounds are not the air-dropped cluster bombs that were de-facto banned. DPICM is a current production munition.

The artillery round that has been far and away the most effective in the Ukraine war, the one that everyone wants, is the M864 DPICM round. That’s the one that is only made in the US’ Scranton Army Ammunition Plant in Pennsylvania.
For most other 155 rounds, there are many, many other suppliers. But for something like the M864. which is game changingly effective against everything, there’s only the one.

Unfortunately, the UK plant in Washington in the North of England (yes, it is the town where the Washington family originally hailed from) only has a single automated shell manufacturing machine for producing 155mm shells, I assume other European countries are similar. Upscaling this by 8 times, as they are currently doing, will take years, unless the rapid onset of AI and automation speeds this up.

The M864 is an American made 155 mm artillery shell.
It carries a DPICM warhead and incorporates base bleed technology to increase its range. The projectile is capable of delivering 24 M46 and 48 M42 dual-purpose anti-materiel/anti-personnel sub-munitions at ranges out to 29 kilometers.
Base bleed technology was developed to reduce the amount of base drag on a projectile, thereby increasing the achieved range.
The drag is reduced by a gas generator located on the base of the projectile.
Once ignited, the gas generator bleeds hot gas into the projectile's wake, which causes the flow of air at the base to be less turbulent.
The decrease in turbulence reduces base drag, which typically accounts for 50 percent of total drag.
The amount of thrust produced by the base burner unit is negligible and does not serve the same function as the rocket motor on a rocket-assisted projectile (RAP).
