Well, one step that definitely needs to be done is to find out every intelligence agency employee who participated in this (not just ordered, but every single one who had any knowledge) and prosecute them to the fullest extent of the law for seditious conspiracy.
After that is done, we should think very carefully about how to reconstitute our intelligence apparatus so it will be fully and ruthlessly subject to public oversight and oversight by the ordinary courts, not special secret courts.

Only one way to fix it, get someone like General Flynn in there and fire the leadership. Then hire a few hundred department heads that focus on weeding out anyone who was political.

Easy peasey. Look at organization chart. Draw a line above 1st line supervisors — fire all the rest. Can’t fire them? OK, transfer to someplace as far from present home as possible.
Any org can be fixed. IBM’s policy for decades was to do performance reviews and fire the bottom 10%. Even if that group contained a genious or two.
Time for the good guys in the intel community (there are many, I’ve worked with them and was one) to start just saying “no”.
