That hesitation has been caused by woke protests and hauling police into review board shaming sessions, their badge and gun taken away during suspension and sometime officer put on trial in court.
That rookie police officer a few years ago, in her hospital bed recovering from being shot and nearly killed said: “I hesitated to fire my weapon because I thought I didn’t want to be the next cop in a headline. Then he shot me.”
That may make the request to exit the vehicle unlawful.

Yup. They are taught to escalate immediately and almost all traffic "enforcement" is simply a cash extraction operation. It's worse now with Fedzilla incentivizing DUI arrests with cash payments to states and municipalities. Innumerable cases now surfacing of DUI arrests with zero BAC and zippo on blood tests. Each one costing the defendant thousands in legal fees, if they contest, or thousands in fines if you don't. Ch Ching Cha Ching.

Hopefully in a prosperous suburb where police are still supported and the worst call he will get is about some drunken kids committing vandalism.
I can’t even imagine the fear of working in a Soros-run City... where you have to worry that if deadly force is required, YOU may end up locked in prison.
I’m sorry for anyone with a family member in law enforcement given the lack of compliance today.
It seems to me the first thing that’s needed is a better way of immobilizing people like this. And a very sharp shears that can cut the seatbelt out of the way - I can’t imagine trying to remove someone who is just fighting with a belt around them, much less one who is on drugs or armed. I don’t care if the liberal judges will says it’s cruel I want something that will knock guys like this the hell out in about 2 seconds.
The "I smell weed" comment was simply a common pretext because it's so hard to disprove. The cops know this, which is why they use it so often, and that's why the driver asked for a dog. If there were weed in the car, would he have asked?
If a cop told me he smelled weed in my car, I'd ask him if he passed the same training as the K9s.
