Special Counsel Robert Hur described President Biden as a "sympathetic, well-meaning, elderly man with a poor memory," and said he would bring no criminal charges against the president after a months-long investigation into his improper retention of classified documents related to national security.
Hur's report was made public Thursday afternoon.
Hur has been investigating Biden’s improper retention of classified records since last year. Those records included classified documents about military and foreign policy in Afghanistan, among other records related to national security and foreign policy which Hur said implicated "sensitive intelligence sources and methods."

I believe Hur said thst is how a jury would see Biden not how he, the prosecutor, would see Biden.
Biden's own DOJ has declared him non compos mentis. Period. Paragraph.
Not only did the DOJ declare Joe Biden as unfit to stand trial, but they have concluded that he is incompetent without charging him and then determining his incompetency under 18 U.S. Code §4241.
Not only that, but a deep reading of this release strongly hints that special counsel believes Biden lacked capacity as far back as the end of his run as Vice-President!
That means we, you and I, every Freeper who is a US citizen, we are living under a Conservatorship instead of a President! Biden's own DOJ finally said the silent part out loud. Let me restate that so we are perfectly clear on what happened today: the enforcement wing of the Executive Branch of the US Government today declared the President of the United States incompetent to stand trial.
This is exactly why Nanzi created the "Commission on Presidential Capacity" H.R.8548, as the legislative lever for the application of the 25th Amendment. It makes far more sense now -- it wasn't meant for Trump, it was meant to displace Biden in 2024 in favor of her 'fam', Gavin Newsome.
And before the House Democrats form a Nixonian group to walk from Capitol Hill to The White Hospice to break the bad news to Mrs. Wilson Biden, er, Dr. Jekyll, the GOP needs to get their script together instantly -- overnight -- to maximize the electoral beat-down in a way that ensures at least two years worth of trifecta for TrumpII, and displaces Democrats all the way down the ballot.
Seems to me as proof that Hur and his report are biased and meaningless, except to the Left who can now use the report (minus the poor memory stuff) as exoneration for the poor "well meaning" imbecile in the White House...
