NO!.. They CANNOT refuse.. That was the "STAND" that was taken in 2020 when FRAUD took the election away from Trump.

Yes, but it \specifically\ excludes the ELECTORS that engaged in insurrection.
Trump’s \electors\ in the State must have participated in and been convicted of ‘insurrection’ to be rejected by the Congressional confirmation process.

Still not directly involving Trump.
