That's by design. The high taxes on cigarettes were not meant to discourage smokers but to allow organized crime to profit from unstamped cigarettes - of course giving a piece to the New York city political machine.
Not one ounce of sympathy for any of these people. They shouldn’t be here. The government just got done taxing my annual bonus at 38% and these people are not only here illegally, but they are being given freebies on the American taxpayer and cheating Social Security as well as Federal, State and Local taxes. Send him back to Mauritania. He’s an economic migrant, and he’s never going to send any money to his family either. He’ll be paid less than minimum wage, and he owes his smugglers. He’s a debt slave.

Yep, and many others cited in the news article are from other exotic regions of the world. All flying to the Americas somehow, and transiting up through Mexico and across our border. I was called down to San Diego from my home in Idaho to perform work. I had just received a nice 5% raise. Just as I arrived in San Diego to do the work, my company changed tax policy to collect income taxes based on the zip code where the work is performed. Now I would have to pay taxes based on state income tax for San Diego, CA vs Pocatello, ID. My entire raise and more was eclipsed from my paycheck. I saw exactly ONE paycheck with the increase.
