The whole point of a caucus is to give people a chance to meet with their neighbors in person and discuss the candidates. That includes the opportunity to change who they support at the last minute based on remaining viable candidates.

A bunch of Republicans gather at a precinct, are handed a slip of paper and told to write a name on it. They are then counted... All precincts are combined and delegates are proportioned based on the vote.
