"Conservative" means different things in different nations. In Spain, it means trying to force every region, which are rather more diverse than the various regions of the US, to all adhere exactly to the culture, mores and laws of Castile. The Socialists pander to regional independence, but course, they don't want it to actually happen, any more than the Spanish Conservatives.
