That sounds like a backdoor admission that it does belong to one of them. After all, the only conceivable way the Hatch Act comes into play is if admitting the truth would be equivalent to a campaign contribution to the opposition. If the answer is “no”, the Hatch Act would be irrelevant, so the answer must therefore be “yes”.
