He is the same man who leaked like a sieve during his previous tenure on the Senate Intelligence Committee. The San Diego Tribune, for example, reported that in a 1985 television interview, Mr. Leahy, then vice chairman of the committee, disclosed a top-secret communications intercept of Egyptian President Hosni Mubarak’s telephone conversations.

There’s also the 1998 Federal Vacancies Reform Act, which provides for officials to perform “acting” capacity in case of resignations (constitutionality of this Clinton-era law not yet challenged), but a long-standing cabinet position such as Attorney General would still require a permanent appointment.
And McConnell kept the Senate in session so Trump could never make recess appointments. Barr was a Deep State pick approved by McConnell. Blame that slimey McConnell for the likes of Barr.

The point is that acting officials can serve for extended periods of time.
And the FVRA was successfully circumvented by President Trump for several appointments.
And that’s why Trump needs to be relected!
