They can’t actually. I was being snarky. I guess that went over your head. I’ll include a /snarky indicator next time. LOL.
However, they can make it expensive to do so. Also, the longer a business waits to leave, the less their commercial building will be worth so they will take a loss with that as well. Good employees may be leaving before the businesses do and the cost of replacements will be more expensive. Plus, there is always the chance of being one of those statistics with half of your corporate board and the CEO being killed while out at lunch.
Companies that started in a liberal city and have been in one for decades have no idea of the savings they will incur by moving to a conservative area of a red state. Almost all expenses are less, crime is greatly reduced because criminals are actually punished for their crimes, and there is actually a large pool of experienced hard working employees to access (who don’t require time off to protest).
Just leave any liberal voting habits in the blue city.

To your argument, I had a friend (attorney) explain to me that some businesses avoid setting up in certain places because of the courts and jury pool there. Example, the slip and fall scam might work in DFW but not north of Dallas in Frisco.
As crazy as things have become today, I thought maybe they put in place some sort of regulations regards labor or property which would make moving out of state or city cost prohibitive.

Understood. Actually, I wouldn’t put it past them to do so. I believe California has passed a law* to have those that leave pay exit taxes. One step further would be to prevent people from leaving in the first place. And I believe NY has onerous rules and regulations regarding those that leave the state to make sure they are not returning there to work on the side for several months out of the year.
