Assembly Bill 853 by Assemblyman Brian Maienschein (D-San. Diego) was introduced to address successor grocery store employer. AB 853 would add Labor Code Section 2516.1 to the Labor Code.
First, the bill would provide that, in the case of a change of control from a merger, a successor grocery employer would be prohibited from causing a grocery establishment that is located in a geographic area designated by United States Department of Agriculture as a food desert to cease being fully operational and open to the public until the establishment provides a written notice to the city council, city attorney, board of supervisors, county counsel, State Department of Public Health, and Attorney General 180 days before the establishment ceases to be fully operational and open to the public.

The only alternative is to allow EV scooters to be charged in the store.
There are “food deserts” because no one wants to open a store in an area where everything is stolen before it can be sold.
First the politicians allow the underclass to waltz right in and take what they want from their “oppressors.” Then they forbid the stores that were robbed to leave the area.

Does the bill mandate how much stock there must be per square foot?
How many employees must be on hand?
if not then. One can of soup in the whole store until the council “allows” them to sell or close.
Walmart did a variation of that before closing in a DC ghetto area.
They stopped supplying the frozen food area first—without announcing anything.

the Soviet customer had stand in one line and, at the end, meet a salesclerk and tell them what they want. After picking some things out, they receive a receipt (but no merchandise) and go to another line in front of a cashier to pay for their items. Then they finally go to a third line and get a package filled with their products.
It may not be a food desert, but a variation of the soviet style. At least we may not have to stand in line but can do it over the internet?
Any mom and pops will just run out of cash and the owners will have to file for bankruptcy.

The Soviet system had a couple purposes. Make work jobs, make the average citizen waste of hours of his free time (you can bet the stores for the elites weren’t like that), and humiliate the customer.
