What Russia expected after the Cold War was a condominium over Europe with the United States or at least a recognition of its "sphere of influence," which given both the US and NATO commitment to democracy and Russia's decrepit condition was never going to happen.
There was an opportunity in the early 90s for a new Marshall Plan that could have helped Eastern Europe and Russia make a smooth transition to becoming modern representative republics and modern economies, but Western politicians were too short-sighted and wanted the peace dividend to buy more votes, and just let Russia fester.

Huh? Every time I see a picture of him in the mainstream news, he’s shaking hands with some foreign head of state or other representative, over some new trade agreement or other compact - whether it’s India, China, Iran, Turkey, Saudi Arabia, or other smaller country.
But I guess those countries don’t count. Reminds me of a map I saw at one time, entitled “A New Yorker’s View of the US” which showed New York, eastern New Jersey, San Francisco, Los Angeles, and parts of Florida like Miami - and nothing else.

Given that most, nearly all, of the media crap of that time has been shown to be Neocon/Media propaganda by the UN, I don’t exactly see what Serbia did to deserve being partitioned.

And when Russia asked to join NATO, they were told to get lost - thereby PROVING the real purpose of NATO.
The Croats and Bosnians replied in kind, of course. But the initiators of such actions and by far the greatest perpetrators were the Serbs with the assistance of the Serbian state.
The US, BTW, warned the German government that recognition of an independent Croatia would provoke a civil war, which it did. But Kohl was in a tight race and wanted the support of Germany's Croat-aligned population.

Even if somewhat true, what does that have to do with partitioning Serbia years after Bosnia ended?
There are two US military bases in Turkey. And Turkey bordered the old USSR. Those bases were probably necessary to overall NATO strategy. But they sure annoyed the Soviets.
After the breakup of the USSR, it would have been a nice gesture to tell Russia that we were leaving Turkey. We saw the USSR as a threat. But we don’t see Russia as the same threat. But we couldn’t do that. Gotta have bases everywhere. Gotta keep the tensions high.
Would such an overture have helped to bring Russia into the family of Europe? Or would Russia have seen it as a weakness to be exploited? I guess we’ll never know. But I think something like that would have been worth the effort.
I think part of it is also realizing the importance of The Dardanelles, after the Gallipoli Debacle in WWI.

I think in the end, Europe with its mass-migration, Drag Queen Story Hours, and now mutilation of kids, would have been too much for the Russians to stomach...so maybe they would have tried joining, but they’d get the Hungary/Serbia treatment if they did join.
I’m sure anyone willing to stage a coup anywhere, especially Russia, who is involved in a war, has to know, if you want to remove the king, you had better kill the king, losing is not an option.
