Presumably, that vote would enable Members to vent their disagreements in public; thus undermining any autocratic Speaker making secret deals and arbitrary decisions.

The one thing that has a chance to keep McCarthy in line with his promises is the rule “Motion to Vacate” which allows a single Congressman to offer a motion to remove the Speaker.
If 20 Republicans and all the Democrats voted in a block, Kevin McCarthy could be removed.
Mark Meadows, Chief of Staff under Trump, while as a congressman, offered a motion to vacate against John Boehner, Boehner survived the vote but resigned shortly afterwards not wanting to continue after coming so close to getting removed as Speaker.
The motion to vacate had been in effect over 100 years until Pelosi got rid of it. We need it back to check bad faith , or criminal initiative by the Speaker.When Pelosi tore up Trumps SOTU address? That would be substantial enough for a motion to vacate.
A motion would not be brought unless based on a frivolous matter...doing so would be an ethics violation and a possible banning from Congress.

Obviously, this will go nowhere, the money has already been approved and the Senate (and Biden) won't go along with it, but so much of the next two years is necessarily going to be posturing and posing.
The dems and establishment republicans raided the treasury in the lame duck session so there's not a whole lot of power of the purse to wield this year. The DoJ won't do a thing as a result of any criminal referrals or special boards of inquiry, so identifying crimes and seeing that they're being tried is out. The dems have already shown that they'll spin this thin House majority relentlessly anyway, and the media will gleefully adopt whatever dem narrative that they're handed.
They might as well make this a two year campaign commercial for 2024. Set expectations low, and then lower them, because actual meaningful legislation getting passed is going to be nil.
My confidence in GOP speakers doing great things is nearly undetectable.
