In November the EU proposed to give impoverished Ukraine — with over 80% of its nation without electricity, among other necessities — $18.6 billion in critical humanitarian aid, including support for energy and healthcare facilities.
But Hungary has vetoed the transfer of the critical aid package.
Budapest has stood out as the only member of the 27 country organization to block the EU package, with Hungarian Prime Minister Viktor Orban having effective veto power because EU budget rules require the unanimous approval of all 27 member countries.
American and European officials have been noting Orban's "persistent pattern" of obstructionism in aid to Ukraine, with some saying the East European state is even at risk of losing its NATO membership.

How can you possibly make the argument that the Vienna Convention applies to NATO when 1) Article 4 of the Convention expressly says it isn't retroactive, and 2) a bunch of NATO members, included in the United States, haven't even ratified it?

This is something this “diplomat” came up with from his German pals (need one say the EU German manipulators) in yet another irritation foisted on the two countries by— Germany in July 2022.A repeat of the many creations over the last 100 years- the goal- Germany to get a large part of Poland the Nazis couldn’t keep. Referring to Ukrainian Nationalist Bandera. This is a Polish site, with English subtitles for non-Polish speakers and corrects the outrageous lies of this “ambassador” which Ukraine says were “his own”. Melnyk’s words suit the German political goals continued over the century, enough to identify him with the post wwII german manipulation that has gone on all through to the end of Soviets.

Note to World: Never Trust American Democrat Politicians. They broke the US treaty with Viet Nam; they screwed the pooch in Afghanistan, Ukraine, etc. Everywhere Democrats work on a Nation, such as Lybia selling out Kaddafi.
