2) It's about creating a general impression.
The idea is after a certain point, the general impression remains despite this or that instance.
All the totalitarian movements of the previous century played it this way.

Exactly. Think Pulse nightclub shooting. Even folks on FR refer to it as motivated by hatred of gays. The dude who shot this place up had no idea it was a gay bar. He asked the bouncer, ‘where are all of the women?’ The smear is remembered.
