Yep. Even in this day and age we use modems to communicate across the internet.
If you connect to the internet on cable you're doing so via a cable modem. If you have a wi-fi router, that router talks to the internet through the modem.
If you use your cell phone to connect to the internet, you're using the built-in modem. But, in a cell phone it's called a Baseband Processor.
The fact that these voting machines are able to talk to the internet even when their modems are off tells me they have a cell phone data connection.

That turns out not to be true. I have instruments online that don't use conventional protocols or data containers. Nobody has ever hacked one, and the instruments have been connected for about ten years.
I don't use HTML, JASON, or any text-base data exchange. Hackers can't go beyond their Arduino Class domain.
Why would anyone want to hack you?
What if the people where these are online wanted it to “be hacked”? What if it’s intentional?
I’m a EE, not a Computer Engineer, so I only have somewhat above “normal” people’s understanding.
