It sems highly likely he had real time, credible intel prior to, during and after the election.
this story was known with or without any FBI. It was the media - and social media - that covered it up and suppressed it from being known. Oddly, it was nominally reported during the primary when the media were deciding who the best candidate would be. Then it become a fake, discredited conspiracy made up by Trump if it was mentioned at all. 60 Minutes / Lesley Stahl made Trump out to be a madman over this issue in that interview and these clips were played all over the media after it aired as well.
Almost certainly changed the outcome of the election. Only 0.5% had to be affected. Half a percent. Almost certainly more than that would have been effected.
