The city of New York is fighting to find solutions to the ongoing homelessness crisis. Almost 50,000 people are said to be occupying New York shelters right now. Besides inflation and abnormally high rental prices, another barrier to housing is criminal records factoring into applications. As the New York Times reports, a piece of legislation seeks to end that practice that has abnormally affected people of color. The Fair Chance For Housing Act would ban landlords and brokers from seeking a person’s criminal records and stop them from denying housing because of prior arrests or convictions.
In New York alone, almost 750,000 residents have a criminal conviction record – 80% of which are Black and Latino. Due to discriminatory practices, New York City ranks as the third-most-segregated city for Black Americans in the US and second-most-segregated for Latinos.
Places like New Jersey, San Francisco, and Cook County in Illinois have hampered the ability of landlords to check and screen tenants based on their criminal records. New York City mayor Eric Adams has stated he would favor the legislation. Property owners and landlord groups successfully stopped a prior attempt to pass similar legislation last year. The same will likely happen with this version of the bill. Vito Signorile, vice president at the Rent Stabilization Association, stated he and 25,000 owners were against the bill because of “safety concerns.”
Under the bill, someone who believes they have been discriminated against because of their criminal history could file a lawsuit against a landlord or a complaint with the New York City Commission on Human Rights. The act does come with a couple of exceptions.

Okay then, there should be some area that can be
cleaned up and used to house the actual Homeless folks.
Others can go to Treatment facilities. “Treatment” that never ends! Yes, it is a fantasy.
So law-abiding residents of buildings can no longer look forward to sanctuary from the streets of NYC where random assaults occur now every day. Now they will have unvetted criminals living right next door with access to the halls, stairways, and other points of ambush access to other residents. Peaceful buildings can now be sites of gunplay.
Just great.

We should erect a wall around New York City, and only let people out who can show a 2021 tax return.

That would be the first step in logically assessing the situation.
The piece says that POC are disproportionately affected - clearly inferring that alone proves discrimination. It does not. Nowhere is it suggested or stated that if these people had clean legal records and acceptable records of rental payment they would be refused because of their color. Which would certainly be discriminatory.
On the contrary, it admits that criminal records etc are the reason. Does no one wonder why the VAST majority of criminal records belong with a minority of the general population?
I don’t know the official demographics of NY City, but a normal statistical distribution of criminal records would require that 80% of the general pop be black or Hispanic. Seems unlikely.
Yep…renters are big losers here as it’s getting impossible to evict anyone for anything. It took us 6 months to get rid of a crazy lady in one of our buildings. She was making life miserable for the entire floor and we told the tenants that there was absolutely no way we could get her out any faster due to the laws, rules, and regulations that were put in to protect the crazy lady …but not the law-abiding tenants. The criminals are in charge.

Aren’t they assigned their criminal record at birth? Isn’t that how it works?
It would be a bad thing for a landlord to know the applicant has been convicted of arson or burglary or armed robbery.
The claim that background checks are racist is beyond ridiculous.
They wouldn’t care.
They’d confiscate the land and use taxpayer money to build
a slum on it.
