How is this a legal issue?
Following the Mexican example.
I look forward to the names of the grandchildren and great grandchildren and gr-gr grandchildren. Will 16 last names be the end of it?

Italian names are going to get really long, really quickly.
First marriage the child has two surnames. The child gets married and the couple now has four surnames. They have children and those children get married and end up with eight surnames.

Generation 2 dual surname law results in people with 4 surnames.
Generation 3 dual surname law results in people with 8 surnames.
Etc.
No benefits for men to be married anymore. None.

Gee...The court needs to then mandate which surname is listed first, cause if the man’s is listed first.... that might be sexist too.
If they just use numbers instead of last names, we could end up with Logan 7 and Johnny 5.
