That’s exactly what it does mean. The board is fired on day one, it will be fully private and owned by him. The policies and standards and multi-level approvals can be swept away in an afternoon by the new owner who privately holds the company.
About all he cannot do is walk in and fire all black employees or something similarly illegal.

given that Musk is sole owner, he can eliminate that red tape with a snap of the finger WHEN he so chooses ... twitter will no longer be a public company and will have little constraint on how it is run ... for example, Musk could choose to just shut it down if he so chooses, and poof, there goes all of that “red tape” ...
That big jump was when he first made an offer and I thin his final offer was for $46/share.
I NEVER underestimate Elon Musk.
IF MUSK OWNS it all—HE can make the rules the way he wants them.

Who knows, but it would be interesting, and probably perfectly legal, for Musk to state that part of performance assessments under his reign will be something like “Commitment to Free Speech”.
