I sense the difference is that US aid has a lot to do with Ukrainian oligarch yacht lifestyle while internal Russian government corruption funded the Russian oligarchs’ yacht fleet in Cypress.
And the yachts are moored right off the coast where American State Department money has bought summer homes for American officials and American oligarchs. It’s a club.

Whatever corruption is behind the Russian Army’s supply and equipment problems will likely cease fairly quickly. Any deficiencies in resources, technology or time will not be so easily addressed.

Generally, to more authoritarian a regime is, the more corruption there is because all the normal forces (such as a press or opposition party, etc) that counter corruption is removed.
I have no doubt the Chinese military is even more corrupt.
