President Joe Biden will give an "update on Russia and Ukraine" from the White House at 2 p.m. Eastern on Tuesday, the White House announced.
U.S. stocks SPX, -0.43% were falling Tuesday as investors reacted to Russian President Vladimir Putin's decision to order troops to breakaway regions of Ukraine, escalating tensions and raising fears of a full-scale invasion.

He must know that Americans don;t care about the Ukraine. Preempting afternoon TV about it is asinine.
Rasmussen has shown an upward spike in Biden’s approval rating...up to 46% as of today. Is the sabre-rattling responsible for this? Insane.
Putin is in charge of events, not Biden.
Putin has had a plan all along, and he is methodically carrying it out.
There was uncertainty as to whether Putin had recognized all of Donetsk and Luhansk as independent of Ukraine, or just the one-third that the separatists hold.
A Kremlin spokesman came out and tried to clarify the point, seeming to say that all of these provinces belong to LPR and DPR, not just the one-third separatist-occupied part. But it was still a little muddled.
That Putin is carrying out the costly and cumbersome evacuation of the civilian population from DPR/LPR to Russia shows that he contemplates a wider war with Ukraine. Otherwise, he would just put his Russian “peacekeepers” along the line of confrontation to ensure everybody’s safety.
If Putin feels he successfully has sufficient Russian public support to do so, the next step logically would be for the independent states of LPR and DPR to demand that Ukrainian forces cease to occupy the two-thirds of Donetsk and Luhansk that Ukraine controls.
If Ukraine fails to hand over the territory to LPR/DPR, then the Russian military attacks. If Russia attacks Ukrainian forces, then most likely it will not be surgically limited to the provinces of Donetsk and Luhansk but will be on multiple fronts across the border and taking Kiev. In for a penny, in for a pound.
So Putin is in command of events, and we shall see what he has decided upon in coming days. But I think he will finish evacuating the civilians before any large-scale attack.
If only. Unfortunately, we import a lot of oil from Russia.
And I don’t believe his approval rating is 46% either.

Here I thought all of us would see FR posts go to zero, no one in supermarkets or restaurants, city streets empty and everyone listening to the sound of Biden’s words.
In the movie Winchell, during the time he was naming Hitler as a dangerous thug and it was considered too controversial, a scene showed the couple’s radio going bad then they heard from the open NYC buildings’ windows that hundreds were listening to Walter Winchell that night.
Earlier he was canceled by the wealthy and powerful newspaper chain owner William Randolph Hearst who denied Hitler was worth fighting against. And two German goons came to NY to beat up Winchell on some outdoor steps. As he got up, bruised and bleeding, Winchell said “Good. I like it. I’m bothering those bums.”
