A woman was allegedly raped on a suburban Philadelphia train last week while police said there were "a lot of people" around who "should have done something."
Police said they had arrested a man connected to the rape that allegedly happened on a SEPTA El train on Wednesday. Fishton Ngoy, 35, has been charged with rape and several other counts.
According to authorities, the incident was caught on surveillance video that showed bystanders on the train when it happened who "did nothing."

The transit & Upper Darby police said the perp was 'known to them'. Which is police-speak for he's been arrested before. If this guy was 'known' to police then consider that he was probably also 'known' by the local riders.
Philadelphia is a Democrat, majority black city. And last time I checked you are not allowed to be armed on the train (which never stopped me).
I probably would not intervene to help a stranger getting raped, at likely cost of my freedom and most of my assets.
Six days from now if I am sitting in jail or the morgue, was it worth it to intervene?
The Police officer that said or wrote this tripe should be FIRED and NEVER be allowed to own a Firearm again.
If a regular citizen were to intervene and beat the Crap out of this thug, the Thug would be made a Hero and the Citizen would be Facing Multiple Felony charges.

I intervened once many years ago with a pipe upside their head. Then I left. Did not ask for or seek publicity.
The woman was helped up and I left.
If everyone is known to be carrying, there will be a lot
more respect.
There will also be a few speed bumps along the way.
The overall benefit would probably be better, but you
