Offset the city states with the consolidation of all of the small liberal states in the northeast, and make Hawaii a possession again. It’s too far away to be a state.

Except that the political divide is not really a ‘states’ issue.
It is more a rural v metro issue and that would make secession by either nearly impossible.
Neither ‘nation’ would not survive having two dozen city-states spattered across the continent.

There is no reason to think 3 countries all of which were products of Britain, could not have gotten along just fine, traded with each other and prospered. The US and Canada have done so for over 200 years.
The U.S. and Canada didn't fight a protracted and bloody rebellion before separating. And as far as I know there are no Canadian equivalent of Lost Causers keeping acrimony alive. Had the South won their rebellion there is no reason to believe there wouldn't have been additional conflicts between the two. Hard feelings would have continue for God knows how long. Perhaps till today.
Not until individual states refuse federal funding will this be possible.

Like southern states could combine forces and Midwest states could do the same.
