Phase III requires at least 300 afflicted patients for at LEAST a year to be tracked. Only 20-30% of all test pharma pass this stage because one adverse event can send you back to Phase II.
I can also tell you that anti-thrombotic drugs completed by Ono Pharma of Japan and sold to Merck 5-7 years ago will probably be used to treat the vaxx effects if they are true (mini-clotting).

There is an exception to all that, specifically, in the event of a Bioweapon attack. That’s probably what they are hiding behind. They won’t admit that, since that poses lots and lots of other questions.
But yes, in that specific situation, the government can force you to take an experimental vaccine. Ordinarily no, of course it’s illegal as hell. If they do get fully authorized and are no longer under eua, does that remove the protection from liability ?
What has “legal” got to do with anything now? Utopia is being implemented and Utopia has no room for “legal” or even for “rational.
The manufactures face no liability for vaccines in the US. A law was passed a couple of decades ago forbidding it because US companies were all ran overseas from frivolous lawsuits.
