Rep. Warren Davidson (R-OH) told Breitbart News in an exclusive interview Monday that Rep. Liz Cheney’s efforts to stall then-President Donald Trump’s plan to withdraw from Afghanistan in part led to Biden’s botched withdrawal.
Cheney, along with Rep. Jason Crow (D-CO), sponsored in July 2020 an amendment to the National Defense Authorization Act (NDAA) that would restrict then-President Trump’s ability to withdraw troops from Afghanistan unless certain conditions were met.
The amendment, otherwise known as the Afghanistan Partnership and Transparency Act (APTA), would restrict the use of funds to reduce the number of U.S. troops in Afghanistan below 8,000 unless certain conditions were met.
Rep. Jim Banks (R-IN) told Breitbart News that Cheney’s amendment was “egregious” and the “opposite” of what America should do.
Davidson to Breitbart News, “Very predictably, Joe Biden and others have blamed all this on Donald Trump. You know, Donald Trump tried to leave Afghanistan throughout his presidency. And if it were up to Donald Trump, we would have had troops out of Afghanistan by Christmas. He was blocked from getting troops out of there by Liz Cheney and others. And so that led to an agreement to get troops out of there by May 1. That was Donald Trump’s agreement.”
Davidson emphasized that leaving by Christmas or the beginning of May would be far safer than in the summer because it would be less favorable for the Taliban.
“And why is that important, whether it’s Christmas or May first, this falls in a period of time where the fighting season in Afghanistan is limited by weather conditions. Bad weather favors an exit more than the mid-summer right now."
Davidson’s argument would suggest, in part, Cheney and Crow’s delay of Trump’s withdrawal played a part in the current Afghanistan debacle.

He is not wrong about the amendment he refers to.
He is wrong here:

The Defense Appropriation act with its amendments (1) concerned FY21, the current FY, (2) blocked Trump not one iota in 2020, (3) was not passed until December 2020, after the elections, and (4) if it was going to have any legal impact it would fall on the president in office this year - Biden.
If Trump really wanted out by Christmas 2020, it was most likely his own administration, not the Defense Authorization Act, that got him to change HIS date to May this year.

Somewhere in these threads the past few days I believe I read that the DOD argued they were not in favor of the Sep 11 date either, but were overruled by Biden.
