a) It was totally random.
b) The guy, who does not know Tucker, followed him and his family around town.
c) One of the psycho's buddies spotted the Carlson family and called the guy, who did not know Tucker or his family, who was waiting nearby.
d) The NSA were reading Tucker's emails, knew where his family were going, and wanted to send him a message that they knew where he was going to be; and also they could dispatch a psycho who he had never met in his life (so it is impossible that he had insulted him or called his mother bad names), to "send him a message", to go after him whenever they pleased.
I would love to see Psaki asked if this guy was now or ever employed by the Government and if the Government condones terrorizing private citizens in front of their daughters on vacation.

The sad reality is that there are plenty of people on FR who are indeed in favor of that. Surely we are all now aware that the swamp infiltrates everything possible. FreeRepublic isn’t immune from that and they aren’t giving us a pass. They are here, and they pretend to be on our side. If you pay attention, you will eventually catch one of them accidentally dropping the veil.

Rush also had top of the line private security force guarding his mansion as well as his EIB studio, plus personal bodyguards! Some suggested after Rush passed that Trump acquire his mansion/estate due to its security setup with a guarded entry gate/guardhouse and security fencing around most of the property!
Like you said, Rush was a private person and didn’t interact much with the Public, especially later on in his career after he fled NYC, making it easier to protect him from lunatics or bad actors. Only places he’d be seen publicly was on golf courses or giving an occasional speech. Imagine when Rush ate out, it would be in restaurants with private VIP dining rooms that he and his party could enter from the back or kitchen entry to avoid the patrons in the public part of the restaurant!
