The votes — 36-0 in the Senate and 64-0 in the Assembly — showed bipartisan support for an idea But there are 40 California State Senators - 9 of whom are Republican, and 80 California Assemblymen - 19 of whom are Republican.
Looks like most Republican Assemblymen didn't even bother to vote, or abstained.
That's bipartisanship?

I believe that this is not the first... if you count sovereign states... like Finland. They apparently tried it in a limited way, and the results were so negative that they canceled any plans of instituting this mistake nationwide. Perhaps that is a clue, Governor Newsom?
