I believe that this is not the first... if you count sovereign states... like Finland. They apparently tried it in a limited way, and the results were so negative that they canceled any plans of instituting this mistake nationwide. Perhaps that is a clue, Governor Newsom?

I think the difference is, Denmark and Finland intended to help people. I don’t think there’s any such intention in California. I suspect it’s for two purposes, getting receivers to vote for them and, getting the new state employees to vote for them. The experiment in Denmark was cancelled after a fairly short...truncated test. The experiment was fully funded and had not used up its funding. The results were so bad that they unanimously ended it early. But, they refused to answer questions about what, exactly, went wrong. The people who had instituted the program were true believers. They didn’t want to admit that whatever happened had happened. Possibly, it was embarrassing, or, possibly, it called into question other less radical plans.
A place like Finland is such a homogeneous place with a population largely with a shared culture and values. If an idea fails there it's chances as you add variables like, say, illegal immigrants out the wazoo, the chances are of it getting a better result are nil.
Liberals are:
1- incapable of learning
2- incapable of admitting an error.
No program will ever be cancelled.
