I imagine this is all part of the plan. The foreclosed farms will be a buyers market for the likes of Bill Gates and those of his ilk.

I lived in CA for a few years, south of San Diego. I added this map so people would know what areas of the state are effected.

There is state and local water in the SJ valley, in addition to the federal project water discussed here.

It’s been a dry couple of years. Everyone will have less until the next flood.

Why California is not utilizing the ocean by building Desalination installations along the coast is beyond me.
Not only would it create jobs and bring another source of clean water to the state but the water could be pumped to the area’s in need....
Sounds better than the money wasted on the train to nowhere they’ve used millions on already.

I think the best way to alleviate this problem is to dig aquifers next to commonly flooded rivers. Use the rest of the wet season to slowly dredge the mud within. Then during a drought, pump the water back into the river.
