I don’t understand the protective order. What court issued it, in what context, at what party’s request? And, perhaps most importantly, what evidence does it cover?

There was Seth-Rich-related litigation in which it was Fox News, not the government, that was seeking a protective order. Apparently, however, the motion by Fox News was denied.
