Anna Ruch had never met Gov. Andrew M. Cuomo before encountering him at a crowded New York City wedding reception in September 2019. Her first impression was positive enough.
The governor was working the room after toasting the newlyweds, and when he came upon Ms. Ruch, now 33, she thanked him for his kind words about her friends. But what happened next instantly unsettled her: Mr. Cuomo put his hand on Ms. Ruch’s bare lower back, she said in an interview on Monday.
When she removed his hand with her own, Ms. Ruch recalled, the governor remarked that she seemed “aggressive” and placed his hands on her cheeks. He asked if he could kiss her, loudly enough for a friend standing nearby to hear. Ms. Ruch was bewildered by the entreaty, she said, and pulled away as the governor drew closer.
“I was so confused and shocked and embarrassed,” said Ms. Ruch, whose recollection was corroborated by the friend, contemporaneous text messages and photographs from the event. “I turned my head away and didn’t have words in that moment.”
Ms. Ruch’s account comes after two former aides accused Mr. Cuomo of sexual harassment in the workplace, plunging his third term into turmoil as the governor’s defenders and Mr. Cuomo himself strain to explain his behavior.
*** Ms. Ruch’s example is distinct from those of the former aides: A former member of the Obama administration and the 2020 Biden campaign, Ms. Ruch has never been employed by the governor or the state. But her experience reinforces the escalating concerns and accusations about Mr. Cuomo’s personal conduct — a pattern of words and actions that have, at minimum, made three women who are decades his junior feel deeply uncomfortable, in their collective telling.

right?
He and Romney must have ticked somebody off.
What goes round comes around.
Cuomotose is Cuomotoast.
I’ll drink to that!
15,000 murdered and nothing. But a few unwanted kisses and OH MY GOD!
I’ve worn a backless dress. I was about 40 at the time. It was absolutely totally modest. No one at a meeting with about 200 men put their hands on me.
Cuomo had been rejected when she moved his hand...To ask for a kiss is one thing...To put his hands on her face is a bit much...Some here are alright with that...What if he had been shorter than her, very fat and 70 years old...Would he still be within his right in his pursuit of a hot date???
Cuomo could have pulled her forward and forced a kiss after she said no...
She should have put her hands together down in front of her and slammed her fists into his nuts and said, 'no thank you'...
I’ve worn a backless dress before. It’s not an open invitation to touch me and no one did. That’s weird. I don’t touch some random guy’s knee because he has golf shorts on.
The guys a creep...that’s for sure
Which wing of the Dem establishment is moving Cuomo off the chessboard, and for whose benefit? I have no doubt that these stories about his past bad conduct were known, but suppressed, by the NYT and other media. Who is it that actually issued the edict for unhiding these accusations?
What a creep. She’s a kid, He has a daughter. He’s a governor, not just some guy at a wedding. So many reasons why he shouldn’t have done this.
She physically removed his hand from her back. Then he put his hands on her face, and tried to kiss her. WTH? The man has no dignity. He’s a bully.
The look on that girl’s face.
There has to be more, this is probably just the opening round, Cuomo will eventually succumb to the pressure to resign. If and when that happens it would be nice if he’s held accountable for his nursing home debacle.
Ok correction. She’s not a kid. I thought she was 23. But he’s still a friggin creep.
I knew somebody would add that part.
Who disarmed the gals?
I think there’s a good chance he’ll get through this. Look at our pedophile-in-chief and what he has gotten away with. If Charles Manson had been a Democrat, he would have been governor of California.
I think there’s a good chance he’ll get through this”. My thought too. There’s the Clinton standard after all in which the behavior was much worse. If he can stand the rough going for a couple of weeks and there’s no “blue dress” event, the news cycle will jump to someone else. I expect it will be some trumped up Trump thing to draw attention away.
Cuomo has too big and ego and no honor at all, to resign, and there’s no one to force him out.
