Washington state senators have teed up a mileage-based tax for electric and plug-in hybrid vehicles as the first step toward changing how the state pays for road maintenance and other transportation needs. Policymakers expect gas tax revenue to decline long term. Oregon has been experimenting with a per-mile charge for years.
Right now, Washingtonians who own fully electric cars pay an extra $225 annual registration fee. A proposal by state Sen. Rebecca Saldaña (D-Seattle) would replace that flat fee beginning in July 2026 with a mandatory 2 cents per mile road usage charge for electric cars and plug-in hybrids.
Electric car drivers could voluntarily opt in to the pay-per-mile system a year before it becomes mandatory if they figure it would save them money.
Saldaña said it was time to move into "the future of Washington travel" and road funding as she introduced the proposal to her colleagues on the state Senate Transportation Committee on Thursday.
"We know we've had a decreasing revenue source (gas tax) for transportation and increasing need for preservation and maintenance. So, I offer this up," Saldaña said.

What the difference between a pay-per-mile tax and a gas tax?
Because it is only a stepping stone. First, you tax the rich and then they come for you.

We already have the highest gas tax in the nation.
Washington State should show their citizens what the politicians desired future is. Ban all privately owned vehicles.
They augment. Never replace, reduce or cancel.
They are going to “fortify” the gas tax with a mileage tax.

One of the most brilliant men I ever knew worked in real estate, not houses but tracts of land. He sold and bought and developed constantly, so he was on the road all the time. He argued that because he drove so many miles he paid a tremendous amount on gas tax and therefore should get a number of his traffic violations overlooked. If he accidentally ran a stop sign or sped, his ratio of violations were no higher than the guy who just drove back and forth to work. I never could argue with that logic.
Exactly. Governments have an insatiable appetite for more money. The further Left the government is the greater the enthusiasm for taxes and spending without restraint.
Little wonder why so many people are moving to tax free and low tax states.
It will lead to mile tax for gas and Diesel engines too.
You should care because, once they have it, a stroke-of-the-pen will make it for all vehicles.
I guarantee you they plan on doing that. They are just counting on people like you cheering them on because why should you care?
They can measure your gas consumption at the pump when you replace the gas you used.
How do they constitutionally measure the miles you drove in the state? How do they exclude miles driven in other states if the family to a road trip vacation?
If they want to do this, they should eliminate the gas tax and move to tolls on the roads for everyone who drives on the road.

At 2 cents a a mile most of those EV’s would be lucky to contribute $50 a year, as they are used mainly in the urban areas for short drives.
Once that is accepted, they will move on to a "mileage surcharge" for gas/diesel vehicles - for "road maintenance" (cough).
