Basically, they figure that having students show up with pink hair is not conducive to a learning environment (so if they do show up with pink hair, they'll have to prove it's real). One of many steps they take to force kids to look and act civilized in school.
...and we'll see which society is still around in 50 years (ours or theirs), or even in 10 years, for that matter.

I went to an all girls school and we had to wear stockings and socks, uniforms of course, special shoes and uniforms had to be so many inches off the ground.
I actually liked the uniforms....but stockings were sooooooo expensive, it was a real hardship...and of course, they were absolutely unnecessary.

Japan has a real aging problem, and it seems no one is particularly interested in having kids. Their society may be more stable, but societies still die if they don’t have younger generations to pass it onto.

One daughter wanted to put a large blue streak in her blonde hair. Since she had just gotten her driver's permit, I told her to go ahead and dye her hair, but she would not have blue hair streaks on her DL picture when she turned 16.
Upon further review, she decided to stay natural. The blue hair thing eventually faded away into the memory hole...

Japan is dying faster than we are. They are a decadent group of people who were slicing our heads off a few years ago.
I wouldn't be so hip about comparing societies without peeking into the subcultures and vices of each.
Top down government that places conformity above everything often doesn't produce the innovators of the future or today.

I understand the rule. In Jr high we got a new rule that boys must wear belts with their pants, mostly jeans
The response was for many of us to wear suspenders.

My roommate in grad school was Japanese and he said that one of the things which made a deep impression on him sitting at the back of an American classroom was all the different hair colors, textures, and styles. For his entire academic life till then his view was a sea of straight black hair.
Part of this policy may be a desire for conformity and aversion to young rebels in dyed hair. But the Japanese are the most conformist, and in many ways overtly "racist" (no people are exactly equals ... all are either superior or inferior, in various comparisons) nationality I've ever encountered. So maybe in part also: straight black hair - good. Wavy or any color but black - acceptable for foreign or mixed race student who, unfortunately gomen nasai, can't help it.

When I think of the myriad other things in our public schools that are tolerated, which are not conducive to a learning environment, I agree, Japan is on the right track with this.
