Data released this week from the Tokyo Metropolitan Board of Education released showed that 44.6% of Tokyo’s 177 full-time high schools request “real hair certificates.” Students with hair that don’t adhere to the “straight and black” standard are asked to submit proof that their hair is natural.
Some schools reportedly ask for childhood photos as evidence. The certificates must also be signed by a guardian.
In filing this form, schools can “prevent any misunderstanding about a student’s natural hair,” the Tokyo board stated.
Japan’s school rules have repeatedly come under fire for being too strict, with guidelines often cited as infringing on a student’s freedom of expression. The color of students’ underwear and socks, eyebrow shape, and skirt length are among some of many restrictions. Hair dyeing and varied hair styles are also frowned upon.

My daughter goes to Catholic School, they have a rule that no-one can have anything but naturally colored hair...

At a fertility rate of 1.4, they’re having more babies than Taiwan, Singapore, Greece, Italy, Portugal, and Spain, and unlike the European countries here, virtually EVERY BABY in Japan is of their culture.
They are still declining, but not as fast, and they will be around in their present form in 50 years (certainly less people though), which is far more than Europe can say, or the US, given the last election.

Like it! I’m sick of kids dressing like hippies on acid. It’s time to teach them how to conform, at least a bit.
The US should demand proof of XX or XY. Enough with all the trans this and trans that or play acting self images.

Part of this policy may be a desire for conformity and aversion to young rebels in dyed hair. But the Japanese are the most conformist, and in many ways overtly "racist" (no people are exactly equals ... all are either superior or inferior, in various comparisons) nationality I've ever encountered. So maybe in part also: straight black hair - good. Wavy or any color but black - acceptable for foreign or mixed race student who, unfortunately gomen nasai, can't help it.

That’s the problem, in Japan at least. They’re still wedded to the old, quaint, notion that kids are in school to learn academic skills, not to stare off at the babes (and there’s no shortage there...obesity isn’t even in their vocabulary).

In any case, it is this ‘racism’ that protects them from losing their culture, and ultimately their race itself. So far it’s working quite well for them (other than their relatively slow population decline).
No inner city school students are performing academically as well as the Japanese.
