And Amtrak is funded by the Feds, so I can see where a Biden E.O. could reach there. But scheduled buses within a state? Hearing impaired/deaf folks are disabled.

By this definition Sikhs will be excluded from flying. Their religion once they are fully “vested” require a full beard which will not accommodate an effective mask by any standards as if they ever were. The same applies to Hasidim Jews as well as some Muslims.
