Didn’t Biden just sign a bunch of nuclear treaties with Russia, restart Open skies and IRBM, and got Russia to help reopen the Iran Deal, not to mention telling them that we will be using their craft to go to the ISS again?
Public face does not mean private face. Relations with Russia have gotten better since Biden took office because putin knows he will roll over, and that it is back to the days of Obama.

Well, her certainly likes to think of himself that way. He may be, who knows? He certainly acts tough with voters who ask the wrong question—challenging them to pushups, or calling young women bizarre names.
But many see him as a confused old man who has recurring problems with numbers “200,000,000 doses for 300 Americans”, 150,000,000 have died since the expiration of the assault-weapons ban, as well as in an inability to utter coherent complete sentences.
So, yes, I can see Putin laughing.
