Maybe he/she (spy) can get a snap shot or two for facial recognition. What are they carrying in and out in their hands or under their arms? Maybe Bibles? Why do they all seem to have a bag large enough to carry books or papers? Are children and young people in the mix? (another violation, especially if religion is involved) Are they carrying any devices that might be considered suspicious? Was there music/singing heard from the apartment or house? Any one voice seem to be dominating over others? Maybe a speech or preaching? Any foreigners in the mix? Any vehicles parked outside? From what provinces? (get the plate numbers)
And any information like this is carefully recorded in a composition book and held for city or provincial inspectors to review, who might give further instructions for surveillance. Inspectors might knock on that door, or a neighbor's door to get more details . . . maybe detain some one.
