Even North Korea and Iran, with their brutal regimes which regularly kill anyone for criticising the regime, has not been able to do that or quash opposing voices. In fact there is a very active and very strong opposition media in Iran despite the penalty of death for opposing the Ayatollahs.. The more repressive a regime gets, the stronger the opposition gets. It's been like that since the bgeinning of time.
Show me any country that has been able to do what you are propsong and get away with it.

History says that the chronic malcontents who are trained in revolution will inevitably become discontent with the new regime when it fails to make all their dreams come true.
At that point the new regime must liquidate them. Typically the new regime doesn't wait that long, there is a danger they will prematurely become enraged at the regime, vanish from sight, and start the process of overthrowing the very regime they installed.
Better to invite them all to a big recognition and awards ceremony and take them out back and shoot every single one!

In Red Chinese prisons they were known as “beetles”, often plants among the prisoners to see who were the most dangerous to the state. I knew an American Jesuit priest imprisoned in RC who saw the beetles in action.
A couple US POWs in the Hanoi Hilton were looked at as possible informers, basically in the 10 or so “peace committee” group. I have friends in the Hanoi Hilton who told me about this plus there was some publicity on the subject that was quietly put to bed, forever.
