Some laws are merely rules, and can be changed by EO. Others are actual statutes passed by Congress, and need an act of Congress to change, but carefully-worded EOs can mitigate the damage. You’re talking about 250 years of layered bureaucracies. The deep state is deep, and it takes more than one election to drain the swamp.
