Cuomo's press release says he is sending the troops "at the request of U.S. National Guard officials."

Was any such request sent? By whom? I would not be surprised if Muriel Bowser requested more Guard troops. I don't know how big the D.C. Guard is or for what it is trained, but Bowser would probably be happy to provide a fig leaf for this kind of action. But that would not be a request from "U.S. National Guard officials;" it would be a request from the DC government for assistance from other states.

I’m no military expert...or Constitutional expert...but I’d wager that only the President has the authority to move National Guard troops from state to state.

Any Gov can send Guard to any other State, without the FedGov getting involved. There's several different reasons, including natural disaster assistance requests, training, equipment relocation, and so on.

That said, NY has no business simply sending their guys to DC when no one has officially requested them.
