Point conceded, as I'd never even heard of an OCR.

You seem to know what you're talking about, just for my own edification, why would an OCR be available and not the PDF?

Many legal and senstitive business docs are transmitted as PDFs, as they are distinct, encapsulated documents that can be write-protected.

PDFs can also be made searchable, so I do not know why the Court makes gibberish OCRs from them.

But whenever we read a misprint of “District” on line 1, we know we are dealing with the OCR fairy.
