Many legal and senstitive business docs are transmitted as PDFs, as they are distinct, encapsulated documents that can be write-protected.
PDFs can also be made searchable, so I do not know why the Court makes gibberish OCRs from them.
But whenever we read a misprint of “District” on line 1, we know we are dealing with the OCR fairy.
I’m going to guess that they auto-OCR everything on intake so that the automated system can route the documents.
