But Georgia Secretary of State vote count site says 98% to 99% of vote is in. So this does not add up.

Probably useful to note that there are about 5M votes in GA.
So (I did not look up their threshold, it is 0.5% for most) the recount vote differential is 25K votes. If Trump holds lead above that, no recount.
The Georgia SOS’s site says only 16 precincts in those two counties haven’t reported.
